The 2008-09 Street Smarts “Be Reel" video contest gives middle school students (grades 6-8) the opportunity to showcase their knowledge of traffic safety by producing public service announcements (PSAs) that educate their friends, family and community. A component of the Street Smarts Program, the contest aims to raise awareness about traffic safety issues to both the students participating in the contest and those who see their work.
Participants, who can be individuals or a group of up to 4 middle school students, will win prizes by creating one or more 60-second (or shorter) PSAs on the traffic safety theme of crossing parking lots and streets safely.
Requirement: The videos submitted for this theme must creatively illustrate the importance of bicycling to school or bicycling in the neighborhood safely, which may include: use of crosswalks, bicycling in the bike lane, wearing a helmet properly, riding single file, limiting distractions or more.
The Spring 2009 will be announced in March 2009. The “Top 10” videos from each theme (up to 20 videos total) will move on as finalists in the “Street Smarts Mini Short” category at the 2009 Danville Children’s International Film Festival held in May 2009 and will be aired on cable television.

Each video entry is eligible to win more great prizes at a drawing held during the judging of the finalists at the 2007 Danville Children’s International Film Festival. Students must be present to win.
Finalists of the Fall contest theme will be announced in December 2008. The winners of both Fall 2008 and Spring 2009 contests will be announced at the 2009 Danville Children’s International Film Festival held in May 2009.
What the judges are looking for
Each video will be evaluated based on:
1. 50% Content: Does it follow the theme and is it persuasive?
2. 25% Creativity: Does it hold our interest?
3. 25% Video Production: Can we see it and hear it clearly?

Who can enter?
- Any middle school student in the San Ramon Valley (reside or attend school in the San Ramon Valley)
- A group of San Ramon Valley middle school students (as part of a club, organization, or class)
While there are no limitations on the number of people who can work on the development of a video, only a maximum of four (4) individuals are allowed to be on record as the official video production team members. All members must be middle school students. Also, with the exception of the random prize drawing, all other prizes are awarded to the video entry. In other words, if a production team made the winning video, then the entire team will share the winnings, in whatever manner that the team deems to be appropriate.
What are the rules?
Do’s
1. Do submit a 60 second (or shorter) video on a DVD
2. Do complete the entire Entry Form and all necessary Release Forms (available online, and at the end of this document);
3. Do find a Video Advisor (parent, teacher, other), who is 19 years or older, and list this person on the Entry Form;
4. Do include a list of credits and image(s) of the video production team as part of the video;
5. Do feature the Street Smarts logo prominently throughout the video;
6. Do feature the Street Smarts program public sponsors – Town of Danville, City of San Ramon, San Ramon Valley Unified School District, County of Contra Costa District 3 - in the video credits;
7. Do be creative (and being funny helps)!
Don’ts
1. Do not place any member of the production team, or any member of the public, in imminent danger, while making the video;
2. Do not include any obscene or indecent matter in the video;
3. Do not include libelous or slanderous matter in the video;
4. Do not include matter which is subject to copyright, except where it can be demonstrated to comply with applicable laws, in the video;
5. Do not violate any of the applicable operating policies or procedures of either Contra Costa Television (CCTV) or Tri-Valley Community Television (CTV or TV30). These operating policies and procedures are available at www.streetsmarts-srv.com or upon request;
6. If this video is produced within the structure of an organization or a class, do not violate any additional rules, operating policies or procedures (which may be more stringent than the limitations described above) so long as these rules, operating policies or procedures are in compliance with applicable law.
Videos that incorporate any of the “Don’ts” are automatically disqualified. Street Smarts reserves the right to determine if the rules and guidelines are followed.

End Notes
1 The “Top 10” videos for each theme will be selected by the Street Smarts Advisory Committee in consultation with video production professionals.
2 The Grand Prize and First Prize winners will be selected by the Street Smarts Advisory Committee in consultation with judges of the Danville Children’s International Film Festival.
3 The prizes associated with the Grand and First Prize will be awarded to the entire video production group (team of middle school students, up to 4 students per team).
4. Gift card prizes to entrants, advisors and finalists will be awarded following completion of the Fall contest submission date. Entrants, advisors and finalists will be notified via mail and given an opportunity to choose from a selection of gift cards.
5. Any middle-school student (grades 6-8) attending a public or private middle school within the San Ramon Valley Unified School District (SRVUSD) boundaries or who is a resident within the SRVUSD boundaries. It should be noted that a video contest participant is not required to attend a SRVUSD school to be eligible to enter.
